
Mitchel Fleming is one of Canada’s most dynamic emerging voices in film, media, and cultural policy—a lawyer, arts-tech entrepreneur, and industry advocate whose work spans production counsel on award-winning films, leadership of a national cinema association, and the creation of cutting-edge AI tools for the screen sector. Known for pairing high-level strategic thinking with hands-on execution, Fleming has built a career at the intersection of law, technology, and the creative industries—earning a reputation as the person you call when a project needs both precision and vision.
Fleming has extensive experience acting as production legal counsel, advising on every stage of the film and television lifecycle. His practice includes rights acquisitions, international co-production agreements, broadcaster and distributor negotiations, performer and key-creative agreements, production financing structures, tax credit optimization, and comprehensive E&O insurance reviews. He has supported an expanding slate of feature films, documentaries, and television series—ranging from debut indie projects to productions premiering at major festivals—earning a reputation for pairing Hollywood-budget service with grass-roots level ingenuity.
Fleming not only represents legacy film and television organizations, but also maintains a diverse roster of modern creators and companies. His clients include high-growth social media personalities, comedians with significant touring and digital footprints, and live sports and entertainment companies. This multi-faceted practice—spanning established institutions and the new creator economy—positions him uniquely at the intersection of traditional production and digital-first content.

In addition to his legal work, Fleming currently serves as COO of The No Conflict Clearance Company (TNCCC), the next generation of rights-clearance services for the screen industry. He has overseen the rollout of proprietary AI-enabled research tools that dramatically increase the firm’s speed, accuracy, and profitability. Under his operational leadership, the company has transformed multi-hour clearance processes into streamlined, minutes-long workflows, cementing its status as one of the most innovative clearance providers in Canada.
Beyond entertainment, Fleming has also pursued entrepreneurial ventures. In 2017, he co-founded Halucenex Life Sciences, a psychedelics research company that became the first in Canada to investigate the therapeutic potential of psilocybin-assisted psychotherapy for individuals suffering from acute PTSD. Fleming helped guide the company through its early regulatory and strategic development phases, remaining involved until 2020, when Halucenex was acquired by Australian pharmaceutical company Creso Pharma.
Fleming currently serves as the Co-Chair of the Network of Independent Canadian Exhibitors (NICE), an industry group advancing the interests of more than 150 independent cinemas across the country.
Alongside his legal and entrepreneurial work, Fleming is committed to teaching, public scholarship, and thought leadership in the fields of law, technology, and the arts. He regularly lectures at universities and gives talks at public institutions.
A strong believer in the importance of rural development, particularly within First Nations communities, Fleming has dedicated time and energy to establishing opportunities for Indigenous youth to study music in St. John’s, Newfoundland. His goal is to help young artists gain access to training that they can bring back to their home communities, supporting both cultural continuity and regional economic development.
